Topdrawings is the Kagero name for a drawing imprint whose core is drawings of the ship in question. Check the extent of the booklet, the scales of the individual drawings and the language of the captions in the imprint of the booklet.
ORP Kosciuszko is a guided-missile frigate in the service of the Polish Navy. She is a unit of American origin that Poland took over from US Navy stocks and brought into its fleet; ships of this type were built as multi-purpose escort frigates for screening formations and protecting sea lanes. For a modeler it is a less usual subject than the large American or British units, and that is exactly why drawn documentation on it is harder to find.
This is a printed publication with drawings, not a kit and not a modeling accessory.
