It is not figures or a kit — these are thin metal parts added to figures already built, in place of details molded in plastic. Eduard is a Czech manufacturer based in Obrnice near Most, and photo-etched sets are its main production; the item is part of a wider range of insignia and badges that the manufacturer also makes for other branches of service.
Photo-etched parts are made by chemically etching metal sheet, so they reach a thickness that cannot be achieved in injection-molded plastic. On figures this solves exactly those items that look too heavy on a plastic casting: patches, collar tabs and small badges. Check the particular contents of the set and the number of parts on the box.
Separate the parts with a sharp scalpel on a hard surface rather than by twisting — a part torn off will warp. True the remainder of the tab up with a fine file. It is glued with cyanoacrylate glue applied in a genuinely small amount, ideally with a pin; ordinary cement for plastic does not work with metal. Degrease the surface before gluing and lay a thin primer on the finished surface, otherwise the paint will not hold on smooth metal. On parts this small, tweezers with fine jaws and good lighting pay off.
