This is not an abrasive but a tool into which you clamp the abrasive. The holder has a flat working plate and an internal clamp that grips a piece of abrasive paper firmly and keeps it taut and free of waves. The difference from sanding with paper held in your fingers is fundamental: fingers under the paper never press evenly, so the edges get rounded and the surface stays wavy. A rigid flat plate keeps the paper in one plane and the surface really is sanded flat.
The general rule holds: a lower number means a coarser grit, a higher number a finer one. Start with a coarser paper (in the hundreds) to take material off and move gradually to finer grits (in the thousands), which level the marks left by the previous step. The holder makes this sequence easier, as you only change the paper while the pressure and the guidance of your hand stay the same.
For modelers, builders of dioramas and wargaming terrain and for anyone finishing 3D printed parts who needs a genuinely flat surface. It will be appreciated above all by those whose edges keep getting rounded or who sand larger flat panels.
A word on working: sand in long strokes and without needless pressure, as the grit does the cutting, not force. Change the paper in good time once it clogs, as clogged abrasive only polishes and heats. Abrasive paper is not part of the holder, unless stated otherwise.
