This item is not a model of the ship but an aftermarket accessory to a plastic kit in 1:700 scale. The package holds a veneer deck with a self-adhesive base and with the pattern of the deck planks printed on it, which is glued onto the plastic deck and replaces it to the eye.
The Richelieu was a French battleship of the class of the same name with an unusual arrangement of the main armament: eight 380 mm guns were concentrated in two quadruple turrets at the bow. The year in the name of the set refers to the particular state of the ship shown of 1943, that is after the repairs and the modifications of the armament and the equipment carried out in American surroundings.
Once it is glued on, the final protection of the surface is worth considering. Bare veneer easily catches grease from the fingers and in time dust as well, which is hard to get out of the grooves between the planks. A light overspray of matte or satin varnish seals the surface without flooding the pattern of the planks, and the deck can then be wiped with a soft brush without worry. Apply the varnish in thin coats from a greater distance, as a heavy wet coat could saturate the veneer and darken the shade. If you are planning toning, do it still before the varnish.
This is an accessory to a plastic kit, not a model of the ship. The kit itself, glue and paints are not included in the package, unless stated otherwise.
