Some surfaces on a real car are not smooth: a woven composite part, a seat cover or upholstery each have a structure of their own that the eye picks up before the color. In 1:24 scale such a structure is hard to paint, and when it is painted, the brush strokes tend to show. A sheet with the pattern already on it takes that work off your hands and the surface looks the same all the way across.
The sheet is in 1:24 scale, belongs to the range of textured patterns and carries the designation type 1 with a suffix describing the very soft form. Those designations tell the individual variants inside the range apart, so they are what you use to pick the pattern that suits your subject. The size of the sheet and the extent of the pattern are given in the manufacturer's instructions.
The surface under the pattern has to be smooth and glossy; on matte varnish the edge lifts and air stays trapped under it. Cut out a piece slightly larger than you need and trim the excess with a fresh blade right on the edge of the part once it has dried. Before you apply it, check the instructions to see whether the sheet is dipped in water or peeled off a backing like a self-adhesive film; a self-adhesive film that has been soaked is ruined for good, whereas a wet decal that has not been soaked can still be put right.
