The package contains fourteen turned metal static dischargers in the pattern used on MiG jets, for models in 1:48 scale. They are made by the Polish brand MASTER. They are neither barrels nor a kit, but small parts that are fitted into the trailing edges of the wings and tail surfaces.
Modelers usually make dischargers themselves: from stretched sprue, from a bristle or from a photo-etched part. Stretched plastic bends and does not hold a constant diameter, while a photo-etched part is flat by its very nature, so seen from the side it disappears and from the front it looks like a strip. A turned metal part is round along its whole length, keeps the correct ratio of length to diameter and, if it is caught, is more likely to work loose than to break off.
Dischargers belong on a model right at the end, after varnishing, decals and weathering. Drill a hole in the trailing edge with a micro drill bit to suit the diameter of the pin, try the depth dry and only then apply a minimal drop of cyanoacrylate glue. The spacing, the number and the angle differ between individual types and upgrades, so follow photographs of the particular machine you are building. Once the dischargers are fitted, carry the model by the underside of the fuselage, not by the wings.
This is an accessory for a model, not a kit in its own right. Glue, paints and the base model are not included in the package, unless stated otherwise.
