This accessory is not a kit but a photo-etched set from the Polish manufacturer Aber for models of warships in 1:700 scale. The railings are etched from thin brass sheet to a fineness a plastic molding cannot reach.
Deck railings are among the most conspicuous elements of a ship's silhouette. Etched brass replaces coarse or missing plastic railings and gives the model the correct scale thickness as well as see-through openness.
This is a detail accessory. The base model, glue and paints are not included in the package.
