The FS number in the designation belongs to the American Federal Standard system of shades, where the leading digit refers to the sample of the standard rather than to the gloss level of the particular paint. It is a sand tone of the kind that goes with vehicles used in dry and dusty settings.
Sand shades serve as the overall color of desert schemes on vehicles and aircraft and as the light tone that brightens the middles of large areas. They also suit deposits of dust, faded tarpaulins and small fittings. A flat finish makes the later work easier as well: pastels and pigments hold better on it than on a smooth glossy surface.
