This item is one of the scenic accessories, not one of the kits of vehicles. A winter diorama can be built without it, but it is exactly icicles that give a scene its temperature. Snow by itself can mean a fresh cover or melting remnants, whereas an icicle hanging from a gutter says unambiguously that it is freezing and has been for a while. In 1:35 scale such a detail reads well.
It comes into its own anywhere a scene works with winter, whether a town, the countryside or a battlefield.
Icicles do not grow evenly. They form where water runs and drips, so they gather at corners, at joints, under a gutter and above the places where heat escapes from a building. Their length also changes gradually, not in jumps. When you keep to that order in a scene, the result looks natural even if there are only a handful of icicles. Less is more in this case, because a continuous barrier of ice along the whole length of a roof looks like decoration, not like weather.
