An accessory item from a modeling range for the Gundam world, tied thematically to the mobile suits of the Earth Federation.
Responsibility details are not available.
Gundam is an extensive science fiction setting in which the Earth Federation and the Principality of Zeon stand against each other and the main role is played by mobile suits, that is, large piloted humanoid machines. The abbreviation MS in the name denotes precisely those. The Earth Federation Space Force is one of the sides of this conflict, and that is the side the item is tied to thematically.
The number at the start of the name is a sequence number within the supplier's range. It serves to tell the individual items apart and says nothing in itself about the contents of the package. The modeling choice for this setting is wide: besides the kits themselves it includes accessories bought separately for them, and the item belongs to that part of it.
With accessories what matters is the match with a particular kit: what fits one model will seat badly or look out of place on another. So follow the manufacturer's instructions and apply or glue nothing before you have checked where it belongs. Store the unopened package in the dry, away from heat and direct sunlight, so that the contents are not damaged before you get to them during the build.
Paints, glue and other materials are not included in the delivery, unless stated otherwise.
