The set represents the seat belts of Imperial Japanese Navy fighters. Japanese naval fighters had fairly spare cockpits, and the belts are among the few elements in them that really draw the eye on a finished model. In kits in 1:72 scale the seat is usually smooth and beltless, so an etched part fills the place where bare plastic would otherwise show.

Steel is harder than brass and remembers a bend better, which is exactly what belts need: the ends draped over the edge of the seat stay precisely where you bend them. The particular number and list of parts are given in the manufacturer's instructions.
Cut the parts with a sharp blade a little clear of the shape and sand the remaining tab. Bend them over a straight edge or in a bending tool; with steel, expect the bend to take more force and not to tolerate repeated straightening. Glue them on with super glue applied in drops from a toothpick. Before any painting, degrease the part and use a primer made for metal; make the bends before painting, so that the layer does not crack.
