A pale sky-tinted blue belongs to the light shades used on aircraft to set the underside apart from a darker upper camouflage. It works equally well on the interior surfaces of civilian aircraft, on small areas of ship models, on diorama backdrops, or as a component for mixing your own light tones.
The manufacturer distinguishes two cases. On an absorbent surface the paint can be thinned with plain water; on non-absorbent surfaces, including bare plastic, using Mr. Color Thinner or Mr. Color Leveling Thinner is recommended. The second route has one more advantage: it considerably reduces nozzle clogging during longer sessions, which anyone who has ever sprayed one large area over several passes will recognize.
Light shades have thin covering power, so every darker spot underneath will show through them. It therefore pays to unify the surface beforehand rather than rely on a heavier coat to solve it. A thick application also fills fine engraved panel lines, which then look blurred.
A practical final tip: save light blue for the last step of a build if you are applying it over masking for a darker camouflage. Tape peeling off a light area will lift the coat more easily than off a dark one, which tends to be thicker.
