The Voyager Model 1:35 photo-etched upgrade set for the modern Russian 9K37M1 Buk anti-aircraft missile system is not a model but a brass photo-etched accessory for the Meng SS-014 kit you already own. It adds to the vehicle thin mesh, sheet and load-bearing features that cannot be made from plastic.

An upgrade set from the Chinese manufacturer Voyager Model meant for the Meng SS-014 kit of the anti-aircraft missile system. The upgrade set designation means a more extensive intervention than with the basic sets. The package holds no model of the vehicle but frets of photo-etched brass, which are used in the course of the build.
The 9K37M1 system is an upgraded variant of a self-propelled medium-range anti-aircraft missile system built on a tracked chassis. Its basic element is the launch vehicle with a radar of its own, which carries a launcher with missiles on a tilting frame, complemented within the battery by a command and radar vehicle. The tracked chassis gives the system the ability to move off surfaced roads together with armored units. The structure of the vehicle is attractive to modelers for how broken up it is: the supporting frame of the launcher, the antenna covers, grab handles, steps and the powerpack mesh make up a large part of the visible surface.
An injection mold has to be able to eject a part, which sets the minimum wall thickness. The result is that a plastic mesh or step in 1:35 scale has a thickness corresponding to several centimeters of the real structure. Photo-etched parts are etched from sheet a few tenths of a millimeter thick and come markedly closer to the real proportion. It shows most on the supporting frames, the gratings and the perforated covers, which are seen against the light. So cut the plastic original away and sand the surface flat, so that the photo-etched part seats with no gap, and test-fit dry before gluing until it sits exactly.
This is an add-on set, not a model. The basic plastic kit, the glue and the paints are not included in the package, unless stated otherwise.
