One of the most rewarding diorama subjects is a structure which is not finished yet. Part-built masonry tells a story: somebody worked here and left, or an event came that broke the work off. Out of individual blocks you build such a scene easily: part of the wall laid up, part merely stacked in a pile, a few pieces strewn around. If you add a wheelbarrow, a shovel or a crate to it, you gain surroundings that work on their own, even before you set the equipment into them.
With a part-built structure, take care that the pile of blocks does not look lined up as if on a shelf; the stacked pieces should be at slightly different angles and some of them propped. Tell fresh material apart from the part already laid up in color: new blocks tend to be lighter and cleaner, older masonry darker and with patches. Apply a wash into the joints rather than over the whole area, so that you do not lose the light tone of the concrete. Put the pigment on from the bottom up and thinly. A matte varnish at the end will bring the surface together and hold the dust in place.
