The package contains fourteen turned metal static dischargers in the form used on Sukhoi jet aircraft, for models in 1:72 scale. They are made by the Polish brand MASTER. It is neither a kit nor a replacement for barrels - they are small accessory parts fitted into the trailing edges of the flying and tail surfaces.

What dischargers do on an aircraft

Static dischargers bleed into the surrounding air the electrical charge that builds up on the airframe through friction in flight, and so protect the onboard radio and navigation equipment from interference. On the real machine they are thin rods projecting from the trailing edges of the wings, the tail surfaces and the tips of the ailerons. In kits they either are missing altogether or are suggested as coarse projections which the first sanding removes anyway.

Fitting

Work at the very end of the build, after varnishing and the decals. Drill a hole in the trailing edge with a micro drill to suit the pin of the part, and check the depth, the spacing and the angle against documentation for the particular version of the machine - the layout differs between types and upgrades. Glue with a minimum of super glue; metal holds even without a large glued area. Work over a light surface from which a small part can be found, and with tweezers with fine jaws. Painting is usually unnecessary; apply any shade with a brush only once the part is in place.
