Four men, and each of them handles a different part of the building cycle. The first pushes a wheelbarrow, the second works a mixer driven by a generator, the third carries a heavy load on his shoulder and the fourth stands ready to set about the job. The manufacturer gives their number directly, which is not the rule with this range.
A mixer with its own power source is the technically most interesting piece of the whole set. It gives away that the building was going on where an electrical connection did not reach, and those were buildings on the edges of villages, by lines and in areas where infrastructure was only being laid out.
On a layout a group like this suits any building under construction, but it stands out best at an unfinished wall or at a retaining structure along the line. The figure with the wheelbarrow meanwhile sets the route along which material is carried, so it makes sense to lead it from the heap of sand to the mixer and from there on to the wall.
A building scene is also practical on a layout. It makes it legitimate to leave part of a building unfinished, to hide an unresolved transition between terrain and wall, or to explain why bare earth with no growth lies by a house.
